Who is missingCountries that do not report their data to the OECD are missing, including China, India, Brazil and, since 2022, Russia: this is not an absence of aid. Chinese cooperation, mostly loans to governments for infrastructure and hardly ever funds to NGOs, is reconstructed project by project by the research lab AidData. Non-OECD donors that do report, such as the United Arab Emirates, Saudi Arabia, Qatar, Kuwait and Türkiye, are included.
